Pretty much. You need to fully dissolve the cornstarch first though, so you have to apply heat> just don't cook it. But the simplest way really is just buy the aerosol starch in the laundry aisle.

what do you mean by spray? do you mean mixing it in water and then spraying it from a spray bottle on to the napkin?
