He didn't exactly choose who to use in the song. It was based off of an actual incident, in which the NYC police shot a recent immigrant 41 times on the steps of his own home because they "thought he was a threat" (he later turned out to be totally innocent).

this is an awesome song it just proves what kind of world we live in it is fucked up!!!! this is one of my favorite songs. it is not justice when a cop shots some one 41 times it is MURDER!!!!!!
