Your ISP giving you a guarantee to not throttle your connection down doesn't stop the server you're connecting to from throttling.Hypothetically, I go to google and google has told all ISPs that their connection to google will be throttled unless the ISP pays them a yearly fee.Your ISP doesn't throttle you but you still get throttled.

when you subscribe to an ISP, you get what you pay for.If an isp blocks certain sites, you know that that isp isn't worth as much to you as an isp that doesn't block sites, so which on would you chose?A good way to handle this, is to read the contract. If the contract says you would be provided full access to the internet, then the ISP is already bound not to restrict cites, but if the contract says that they reserve the rights to restrict sites, than you know that it's an inferior service.
