is the top 200mm fan work as an exhaust fan?

is it recommended to flip the power supply upside down so that the fan is out in the open? Or is it better leaving it alone and let it blow air to the bottom of the case? Also would a mesh for the intake fan lower the amount of dust? Or would it be better to get a fan filter? Which fan filter is the best? I'm thinking of maybe getting the FilterRight fan filter and the A.C. Ryan mesh FanGuard.
