no it wasnt really. it was islamic extremism, but al quada were sorta brought about because of the PLO and Fatah but they branched off into religious dominance insted of worrying about palestine. although you could argue that 911 probably wouldnt have happened if USA didnt pump money and weapons into Israel and ignore israeli attrocoties against palestine.
