Actually SamsonLeonVa,Bran was started in the 14th century(before Vlad) and was finished by Dracula's grandfather:Mircea the Elder at the end of 14th or start of 15th century.So,before and not after.

Romani in that period was divided in 3 Transilvania, Moldova and Tara Romaneasca- the place where Vlad III was lord.Bran castle was built a few hundred years later.his image as a cruel person is true but it is VERRY comon thing in that period...study some history

Bran was never Dracula's castle,it's just that way due to the commercial era we live in and it's the closest castle to the capital Bucharest.His true castle is Poenari Citadel(Cetatea Poenari) which was built on a mountain on the border between Transilvania and his kingdom: Wallachia(Valahia).
