Section 14. c. calls for quarterly and annual assessment. I'm having a difficult time figuring out if these assessments are to be held before or after an emergency. That is, are these assessments to be held now - before the emergency? Or are they to happen after the emergency? If after then it seems clear that this document is for a long term declaration of an emergency. Which means that if, for whatever reason, an election were to be suspended (like the 08') that'd be it for years.Thoughts?

im just tired of hearing about the president. hes about to be gone and people still wont stfu. im not calling people stupid for talking about him, im just saying i dont bother about talking about the president becuz all of his flaws have already been pointed out a million times. we get it, you think hes stupid. and we have heard it every fucking day of our fucking lives. im personally tired of hearing about it.

i think... that people just want to complain about the president because they have nothing else to do... grow a fucking beard or get some better clothes instead of wasting ur time on youtube talking about the president. its already been done. do something original.

This Gentleman is no pothead. What he says has much relavance. I have been watching this topic for a while. I am convinced that Bush will be our president at least another eight years.
