she has to tune with the orchestra as a whole...if she tuned by herself, she would stick out and yet might be out of tune from the rest of the group

Some people make techniques for themselves or discover a new and better way. There really wasn't much of a technique when the violin was made so people kinda developed a self technique and then one that worked for everybody.
