not a chance this is quieter than a seaplane. We've got a couple of sport copters on our field and they are way louder than any of the other aircraft or heli's.

Rotorcraft certification includes gyros, but I wonder if you actually need a license to fly it. This seems to have little in common with a helicopter.

If it weighs less than 255 lbs. dry and has a fuel capacity of 5 gallons or less, it's considered an ultralight and you don't need any form of certification.
