First off, a leg is hard to get up high and a kick is slower than a punch. It takes time and leaves you off balance and open. That's why most head shots in kick boxing come from punches. My friend, with whom I spar in boxing, had twenty-something fights as a kick boxer (full contact, where you actually get KNOCKOUTS) and he agrees with me. All your "knowledge" comes from theorising and not actual hard contact sparring. How many times have you been dazed doing your Taekwondo?
