It's because after the original Batman The Animated Series ended they were asked by FOX to do more episodes. So Bruce Timm and his team did what they call the "re-vamp" episodes aka The New Batman Adventures in 1996-1998 where every character including Batman was re-designed for the new show.

What I really get a kick out of is how Mark plays a kind-hearted, happy, fun-loving brave boy in Star Wars......And then you come here and look at 2:29-2:38 and 3:03-3:12, and you say "Oh my god, those are the same people?
