two simple answers:1)electric motors which would be airtight sealed2)stupid people wouldnt be able to afford this car so you wouldn have to worry bout it

No top lets the car stay lightweight since it wouldn't need an extra ~2 tons to weigh down the air that a roof would trap.It also is a safety concern because the water pressure is higher than the air pressure inside a car, which could make the doors very very hard to open in an emergency situation.
