Ska is the origin of reggae. So yea it can be considered ska. But 311 is a mix of punk/alternative rock/rap/funk/ and reggae.

SA really shows off his vocal capabilities in this song. Aside from that, 311 has put out better stuff. Not saying the song isn't good, it's just not 311's best.
