Nope that's how it really is, that face pops up all over the scenery I think it's the author or someone important or something like that, and the videos with the opening you're talking about come in later, for the first few episoded it just plays the names of the characters like it would in an old film noir movie.

It is called main theme or main title and is the first number on the OST. The chor version is called Haru, Mankai no Sakura no Shita de and the violin version is called Momoiro Gabriel, in a later episode there is also a guitar version called Boukyou no Guitar.
