Sorry, but a number of its indigenous population have ALWAYS claimed to be something other than English. The laws concerning wills are different in Cornwall to England. If you die intestate in Cornwall, it goes to the Duke of Cornwall, in England, it goes to the Queen. There are plenty of other examples of how Cornwall is not properly in England or English. The Kilbrandon Report, commissioned by Westminster, also remarked that Cornwall was a unique case.

Cornwall is not English. Even in 1546 "Britaine is divided into four parts whereof one is inhabited by Englishemen, the other by Scottes, the third by Wallesmen and the fowerth by CORNISH peoples" - Polydore Vergil - plenty more quotes where that came from. See cornishnotenglish dot com
