The point is, you cannot fight a nuclear war from a submarine which has had its communication system destroyed. They had received one message telling them to launch the missiles, and half of a 2nd message which they didn't know what it meant. Hunter was convinced the 2nd one was to cancel the 1st one,Ramsey wanted to ignore the 2nd message completely. Hunter was entirely right to try to confirm what the 2nd message said, before launching the missiles.

I actually think the best line in the movie is after Hackman says 'God help you if you're wrong', Denzel replies, 'If I'm wrong, we're at war. God help us all.' So powerful, those few words.

Yes the US military accepts non-citizens as soldiers. I believe you need to be a U.S. citizen to serve as an officer, but military service is the quickest way to citizenship in the USA today.
