Apparently FIRST recorded by the Ventures as an instrumental for their 'new wave' album 'Chameleon'. They do an awesome version of it with Hikashu on 'Super Live 80'. Hikashu also plays Telstar with them on that album and its just haunting.

It sounds like a cross between an 80s Japanese horror film theme tune, and the North Korean national anthem. Fantastic!
