It is not true that shops/cafes/restaurants in Jerusalem HAVE to be closed on Shabbat. It is out of free choice. Most of the shops do close of course out of respect for the Shabbat, or at least for commercial reasons since they would loose their religious clients if they would be open on Shabbat.

By the way, all constructions in Jerusalem are legal. It's thousand of Arabs live illegally in Jerusalem, they are temporary dwellers in our capital, but still - they live illegally.
